Program Manager – Pharmacy

Job Description

Under the supervision of the Project Director Malaria Impact Project, He/ She will ensure high-quality Malaria prevention and control services. He/ She will collaborate closely with the National Malaria Elimination Program (NMEP) and other relevant stakeholders while leading the day-to-day implementation of all malaria prevention and control strategies at health facilities and providing guidance for program implementation according to the National Treatment Guidelines and policies.

Responsibilities:

  • Provide technical assistance – The Program Manager Pharmacy is expected to work with the Procurement and Logistics Manager to support the procurement, warehousing, distribution, logistics, and supply management activities of the Support to Malaria Elimination Project
  • He/ She will ensure the availability of quality-assured malaria prevention and treatment commodities, including Long-Lasting Insecticide Treated Nets (LLINs) and other malaria control commodities.
  • Ensure timely generation and submission of quality LMIS reports.
  • Ensure rational use of all medicines according to the National treatment guidelines.
  • Provide technical support, including capacity building to State National Malaria Elimination Program staff and existing Project staff in improving malaria prevention and control services.
  • Coordinate with the NMEP, SMEP, and other stakeholders to determine all capacity-building needs for implementing the clinical management of malaria and identify suitable opportunities to deploy appropriate resources to meet these needs.
  • Work in close collaboration with the FMOH, SMOH, NPSCMP, LMCU, NMEP, SMEP, and other stakeholders on the identification of technical assistance required to achieve the expected outcomes for the Malaria Impact Grant Project
  • Keep the Project Leadership informed of progress, constraints, and other issues regularly and assist with identifying appropriate responses.
  • Represent IHVN in presenting periodic reports to relevant stakeholders through meetings, conferences, etc.
  • Produce weekly and monthly project updates and reports and monthly activity plans for community-based malaria interventions.
  • Any other function that the COP and IHVN Executive Management may assign.

Requirements

  • Good communication (oral and written) and facilitation skills with proficiency in computer programming – Word processing, spreadsheet, presentation skills and video conferencing are required.
  • Proficiency in data analysis and utilization.
  • Proficiency in program narrative and proposal writing.
  • Ability to work under pressure to meet organizational targets/goals.
  • Ability to evaluate data and prepare quality reports, often under pressure and in complex situations.
  • Being goal oriented with the ability to plan and organize, make decisions, manage time, and practice critical thinking.
  • Good interpersonal skills and ability to work effectively in a team.
  • High impact influencing and persuasive skills, and able to represent the organization to donors and other stakeholders.

Education and experience

Academic training:

  • Bachelor’s Degree in pharmacy.
  • Master’s degree in pharmacy/Public Health/Supply Chain Management with a minimum of 7 years of experience.    

Experience

  • At least 7 years of experience implementing Public Health Supply Chain Systems programs at various levels.
    • At least 3 years of experience working with NMEP Malaria Commodity Logistics System
    • Demonstrate knowledge of Malaria Commodity Logistics Systems guidelines and policies.
    • Experience in collaboration with the National Product and Supply Chain Management Program, NMEP, NAFDAC, and other relevant stakeholders
    • Excellent personal communication skills in written and verbal English,
    • Fundamental skills in project planning, implementation, and monitoring.
    • Ability to work independently and deliver quality work on time.
    • Good interpersonal skills and ability to work effectively in a team.
    • Stakeholder management skills and ability to appropriately represent the organization by engaging with donors and other stakeholders.
    • Good experience using Ms. Word, Excel, or PowerPoint applicable software related to the position.

Job Summary

The Finance Officer (Global Fund) will assist in the Institute-wide management of the Global Fund Operations’ Financial Processes, Reports, Budgeting and Budget controls including preparation of monthly/quarterly management accounts and annual statutory financial statements.

Under the guidance and supervision of the Senior Finance Manager, S/he will work independently to provide direct support to the Global Fund program implementation team and operations on the general management of the Global Funds Grant with particular reference to the finances by; coordinating all aspects of financial management including but not limited to routine financial operations, financial reporting, and budgeting, budget controls, administering of finances to sub-recipients, sites and regions. Reviewing of monthly financial reports from the regional and state offices for Global Funds also falls under his/her scope of duties.

Experience, skills, and competencies 

  • Minimum of 4 years hands-on, comparable professional experience that covers audit, finance & accounting services and financial management.
  • At least three years prior work experience in provision of advisory services & compliance to The Global Fund guidelines. Also, a sound knowledge of The Global Fund core guidelines for grant budgeting and financial reporting is mandatory
  • Must be self-starter with the ability to work in a team, dynamic, solid and open;
  • Good problem-solver, analytical, creative and innovative. Must be a team builder and adaptable
  • Practical knowledge of financial systems, internal financial controls & procedures
  • Proficiency in the use of computer application (Microsoft office etc.)
  • Good working knowledge of Sage 300 ERP;
  • Excellent MS Excel skills
  • Fluency in written and oral communication;
  • Possess managerial and supervisory skills and should be able to multitask.
  • Should also be prepared for occasional traveling outside his/her base at Abuja

Educational qualifications

  • Possession of a Bachelor’s degree in accounting or Higher National Diploma in Accountancy. Professional Accounting qualification of either ACA, ACCA or CPA will be an added advantage

Bid Advert- ASPIRE grant Production of Data Collection Tools

BackgroundThe Institute of Human Virology, Nigeria (IHVN) was established in 2004 as a local organization to address the HIV/AIDS crisis in Nigeria through the development of infrastructure for treatment, care, prevention, and support for people living with and that affected by HIV/AIDS but has now expanded its services to other infectious diseases of TB and malaria, including cancers.  IHVN is structured to develop and maintain linkages with local and international organizations in collaborative ways that support the Government of Nigeria’s health sector strategic plans. IHVN key technical and funding partners are the Centers for Disease Control and Prevention (CDC) and the Global Fund to Fight AIDS, Tuberculosis and Malaria.
BID Title:Production of Data Collection Tools under ASPIRE grant.
Scope of BidBidders are invited to submit a Bid for the goods and/or services specified above: Schedule of Requirements, in accordance with this bid.
Interpretation of the BidThis RFB is an invitation to treat and shall not be construed as an offer capable of being accepted or as creating any contractual, other legal or restitutionary rights. This RFB is conducted in accordance with the applicable provisions of IHVN Procurement Manual (latest version of which can be accessed at: www.ihvnigeria.org and other relevant Organizational Directives and Administrative Instructions that are referred to in the Procurement Manual.
LanguageThe Bid, as well as all correspondence and documents relating to the Bid shall be written in the English language, unless specified otherwise in the bid advert. Supporting documents and printed literature furnished by the Bidder may be in another language provided they are accompanied by an accurate translation of the relevant passages into the English language, in which case, for purposes of interpretation of the Bid, such translation shall govern. The Bidder shall bear all costs of translation to the governing language and all risks of the accuracy of such translation.
Bid EligibilityBidders may be a private, public or government-owned legal entity or any association with legal capacity to enter into a binding Contract with IHVN.   A Bidder, and all parties constituting the bidder, may have the nationality of any country with the exception of the nationalities, if any, listed in United State Government Debarment List. A Bidder shall be deemed to have the nationality of a country if the Bidder is a citizen or is constituted, incorporated, or registered and operates in conformity with the provisions of the laws of that country. A Bidder shall not have a conflict of interest. A bidder shall be considered to have a conflict of interest if: A Bidder has a close business or family relationship with a IHVN personnel who: (i) are directly or indirectly involved in the preparation of the bidding documents or specifications of the contract, and/or the bid evaluation process of such contract; or (ii) would be involved in the implementation or supervision of such contract;A Bidder is associated, or has been associated in the past, directly or indirectly, with a firm or any of its affiliates which have been engaged by IHVN to provide consulting services for the preparation of the design, specifications, and other documents to be used for the procurement of the goods, services or works required in the present procurement process;A Bidder has an interest in other bidders, including when they have common ownership and/or management. Bidders shall not submit more than one bid, except for alternative offers, if permitted. This will result in the disqualification of all bids in which the Bidder is involved. This includes situations where a firm is the Bidder in one bid and a sub-contractor on another; however, this does not limit the inclusion of a firm as a sub-contractor in more than one bid. Bidders must disclose any actual or potential conflict of interest in the Bid Submission and they shall be deemed ineligible for this procurement process unless such conflict of interest is resolved in a manner acceptable to IHVN. Failure to disclose any actual or potential conflict of interest may lead to the Bidder being sanctioned. A Bidder shall not be eligible to submit a quotation if and when at the time of quotation submission, the Bidder: Is included in any other Ineligibility List from a IHVN partner and if so listed in United State Government Debarment List.Is currently suspended from doing business with IHVN and removed from its vendor database(s), for reasons other than engaging in proscribed practices as defined in the IHVN Procurement Policy.  
Fraud & Corruption, Gifts and HospitalityIHVN strictly enforces a policy of zero tolerance on proscribed practices, including fraud, corruption, collusion, unethical or unprofessional practices, and obstruction of IHVN vendors and requires all bidders/vendors to observe the highest standard of ethics during the procurement process and contract implementation. IHVN’s Anti-Fraud email: [email protected] can be reached at all times to report any foul play at any level. Bidders/vendors shall not offer gifts or hospitality of any kind to IHVN staff members including recreational trips to sporting or cultural events, theme parks or offers of holidays, transportation, or invitations to extravagant lunches or dinners. In pursuance of this policy, IHVN: Shall reject a bid if it determines that the selected bidder has engaged in any corrupt or fraudulent practices in competing for the contract in question.Shall declare a vendor ineligible, either indefinitely or for a stated period, to be awarded a contract if at any time it determines that the vendor has engaged in any corrupt or fraudulent practices in competing for, or in executing an IHVN contract.
  Clarification of the BidBidders may request clarification in relation to the RFB by submitting a written request to the contact stated in the Bid advert, until the time stated as deadline on the RFB. Explanations or interpretations provided by personnel other than the named contact person will not be considered binding or official.
Bid CurrencyThe bid shall be made in Naira. If applicable, for comparison and evaluation purposes, IHVN will convert the quotations into USD at the official IHVN rate of exchange in force at the time of the deadline for Bid Submission. IHVN reserves the right not to reject any bid submitted in a currency other than the mandatory bidding currency. IHVN may accept bid submitted in another currency than stated above if the Bidder confirms during clarification of quotations in writing that it will accept a Contract issued in the mandatory bid currency and that for conversion the official IHVN operational rate of exchange of the day of RFB deadline as stated in Section I: RFB Particulars shall apply. Regardless of the currency of quotations received, the Contract will always be issued and subsequent payments will be made in the mandatory bidding currency above. Rates in bids shall be fixed. Bids with adjustable rates shall be disqualified.
TaxesContract sum shall be subjected to deduction of 5% withholding tax
Payment TermsIHVN will ordinarily effect payment within 2 to 3 weeks after receipt of the goods/services and on submission of payment documentation.
AuditIHVN may conduct an audit of the contract awarded to determine its completeness, efficacy as well as the performance of the supplier which will be used as a basis for the engagement of the vendors for future procurements.
RequirementsAbility to meet delivery targets within IHVN’s specified time period.
Bid ProtestAny Bidder that believes to have been unjustly treated in connection with this RFB process or any Contract that may be awarded as a result of such RFB process may submit a complaint to IHVN Management through postal service using the address provided on IHVN website www.ihvnigeria.org
Responsiveness of BidIHVN’s determination of a Bid’s responsiveness will be based on the contents of the Bid itself. A substantially responsive Bid is one that conforms to all the terms, conditions, and specifications of the bid advert without material deviation, reservation, or omission. If a Bid is not substantially responsive, it shall be rejected by IHVN and may not subsequently be made responsive by the Bidder by correction of the material deviation, reservation, or omission.
Evaluation of BidThe evaluation team shall review and evaluate the Bids on the basis of their responsiveness to the Schedule of Requirements and Technical Specifications and other documentation provided, applying the procedure indicated in the bid advert. Absolutely no changes may be made by IHVN in the criteria after all Bids have been received. IHVN reserves the right to undertake a post-qualification exercise, aimed at determining, to its satisfaction the validity of the information provided by the Bidder. Such post-qualification shall be fully documented and, among those that may be listed in the bid advert, may include, but need not be limited to, all or any combination of the following : (a)Verification of accuracy, correctness and authenticity of the information provided by the bidder on the legal, technical and financial documents submitted; (b)Validation of extent of compliance to the IHVN requirements and evaluation criteria based on what has so far been found by the evaluation team; (c)Inquiry and reference checking with Government entities with jurisdiction on the bidder, or any other entity that may have done business with the bidder; (d)Inquiry and reference checking with other previous clients on the quality of performance on on-going or previous contracts completed; (e)Physical inspection of the bidder’s plant, factory, branches or other places where business transpires, with or without notice to the bidder; (f)Testing and sampling of completed goods similar to the requirements of IHVN, where available; and (g)Other means that IHVN may deem appropriate, at any stage within the selection process, prior to awarding the contract.
Qualification CriteriaGeneral Criteria: The Bidder shall possess the necessary professional and technical qualifications and competence, financial resources, production capability with equipment and other physical facilities, including after-sales service where appropriate, managerial capability, specific experience, reputation, and the personnel to perform the contract. To qualify for a multiple number of lots in a package for which Bids are invited in the Invitation for Bids, The Bidder shall demonstrate having resources and experience sufficient to meet the aggregate of the qualifying criteria for the individual lots Experience Criteria:   a minimum number of years of overall experience in the supply of goods and related services;a minimum production capacity or availability of equipment; and in case of a Bidder offering to supply goods which the Bidder did not manufacture or otherwise produce, the Bidder has been duly authorized by the goods’ Manufacturer or producer to supply the goods. Award CriteriaPrior to expiration of the period of Bid validity, IHVN shall award the contract to the qualified and eligible Bidder that is found to be responsive to the requirements of the Schedule of Requirements and Technical Specification, and has offered the lowest price or the most reasonable price.
Bank Guarantee for Advanced PaymentAll contractors shall produce a banker’s guarantee or insurance bond prior to request for advance payment from the sum of N2.5m and above. Advance payment request below N2.5m will not be honored by the Institute.

Program Officer, Prevention Care and Treatment

Introduction

The Institute of Human Virology (IHVN) is a leading and reputable non-governmental organization addressing infectious and non-infectious diseases such as HIV, tuberculosis (TB), and cancer through prevention, diagnosis, treatment, capacity building, research, care, and support services. IHVN is in partnership with local and international organizations and the different tiers of the government of Nigeria at the national, state, and local levels. The Institute aims to provide quality health services, capacity building, and research in West Africa and beyond.

To further drive quality and engender global best practices in HIV and TB care and treatment, IHVN is seeking qualified candidates for the following position:

Reports to: Technical Lead/Project Director Rivers Surge Project
Location: Rivers State

Description and objectives

Under the supervision of the Project Director Rivers State Surge project, he/ she will ensure high-quality HIV and tuberculosis (TB) services in line with the 95-95-95 UNAIDS goal. She/He will provide technical expertise in implementing high-impact interventions to ensure quality service delivery across all program areas. She/He will lead the day-to-day implementation of all ART services in the assigned health facility and guide program implementation according to the National Treatment Guidelines.

Responsibilities:

  • Performing Quality Improvement and program evaluation, monitoring, and administrative support
  • Providing Quality of Care assessment and ensuring that patients in health facilities receive comprehensive care and treatment according to recommended guidelines and Standard Operating Procedures.
  • Bridging the “know-do gap” in the program implementation site across all thematic areas.
  • Working with health facility staff and focal persons and colleagues to effectively address operational challenges (including service logistics, staffing shortages, training needs, and commodity supply)
  • Identifying implementation bottlenecks across program areas at the site and proffer solutions
  • Ensuring strong linkages within the ART program at the site level, e.g., between HIV Counseling Testing Areas and Clinic, Laboratory, and Clinic, referral between the PMTCT and the Adult Clinic, referral between TB and ART clinic
  • Establishing measures to assess the impact of our program in the community.
  • Provide on-site clinical training to healthcare workers on HIV treatment according to the National Guidelines for managing adult and pediatric ART, treatment of tuberculosis, and other opportunistic infections.
  • Facilitating Quality Improvement projects, report writing and collation, and data analysis.
  • Reporting all activities to the State Technical Leads, Program Area leads, and Director Prevention Care and Treatment Department.
  • Carrying out any other duties/ assignments as directed by supervisors, program area leads, and the Director of the Prevention Care and Treatment Department.

Experience, Skills, and Competencies

  • At least 3-5 years’ experience with clinical HIV and AIDS care, including the provision of antiretroviral therapy (ART)
  • Must have at least two years’ experience with program planning, assessment, and implementation of HIV clinical care programs. Experience in the provision of HIV clinical training.
  • Previous experience in HIV-related operational research is an advantage.
  • Good knowledge of current trends and normative guidance (national and international) in HIV clinical care and service delivery
  • Experience in coordinating multi-disciplinary HIV clinical teams for effective service delivery.
  • Willingness to travel to clinics and hospitals in assigned geographical areas within the State.
  • Ability to communicate effectively and fluently in the English language (oral and written) and good inter and intrapersonal communication and facilitation skills.
  • Proficiency in the use of Microsoft Office packages, presentation skills, and video conferencing are required.
  • Good analytical and problem-solving skills.
  • Proficiency in program narrative and proposal writing, data evaluation, and excellent report writing.
  • Ability to work under pressure to meet organizational targets/goals.
  • Excellent persuasive skills, and good stakeholders’ management track record.
  • Fundamental skills in project planning, implementation, and monitoring.
  • Must be proactive and deliver quality work on time.
  • Be willing and able to work effectively in a team.

Educational Qualification and Experience

  • Must possess a degree in Medical Sciences (MBBS or equivalent).
  • Postgraduate qualification/Master’s level training in Public Health, Family Medicine, Internal Medicine, Pediatrics, or Obstetrics will be an advantage.
  • Must be registered with the Medical and Dental Council of Nigeria

GENERAL REQUIREMENT

Aside the standard procurement requirements, please find below conditions of the disposal,

  1. Items on disposal are bought “as they are” without any liability to the institute. 
  2. Sealed bids are to be submitted to the procurement unit specifying the quantity, type and price of items bided for. 
  3. The bid envelope should be boldly marked “unserviceable items”. 
  4. Bid period is for ten (10) working days. 
  5. At the expiration of the bid period, all bids will be opened by a representative of the procurement unit with representatives of administration and compliance units in attendance. 
  6. Highest bidder wins the bid, but IHVN staff shall be accorded priority on bids if his/her bid tallies with that of an outsider and winners will be communicated by the Administrative Department.
  7. Bid winners are to make payment within 48 hours to designated account, failure which the item(s) shall be offered to the next highest bidder and so on and so forth.
  8. All items are based in Lagos. 
  9. Multiple bids from the same bidder would be disqualified.
  10. A bid report will be submitted to the Executive Management through the Director Finance and Administration.
